In the absence of strong government leadership, donors should take on the responsibility for joint assessments, shared strategies and coordination of political engagement. Practical initiatives such as joint donor offices, agreed division of labor amongst donors, delegated cooperation arrangements,5 multi-donor trust funds and common reporting and financial requirements should be implemented (OECD 2007b).
